Well, yes, that just makes it even worse that you have to go to a lot of inconvenience to get full mileage.

But, you become able to inflict substantially more damage. The situations DO exist. Might actually be rather common. Because having access to both your own standard action and the bear's is massively preferable to only being able to use one per round.
