No, he's wrong. It still gives the disclaimer when you go to buy it that you will lose use of it without PS+, and it carries an expiration date of when your subscription runs out.
Edit: My information was wrong, but ZFS is still wrong. It doesn't properly list the expiration for anything that has a demo with a full game unlock. Trust me though, it reverts to demo status if you lose PS+. I already had this happen with Stacking during the PSN outage.
