This does absolutely nothing considering he isn't hitting instantly as soon as the match starts. Given the writeup, Ocelot's reaction times are better than Machamp's.

Machamp gets into fights before he even really thinks about what he's doing. Machamp will start to punch as soon as the battle starts. Machamp will be able to punch before Ocelot can pull the trigger. The punch will connect due to the No Guard ability. Machamp hits hard enough to one shot Ocelot. No Guard works both ways. If Ocelot could survive the first punch, he could try firing his gun while being sent over the horizon and potentially kill Machamp like this. I don't think Ocelot had the durability for that, though. Also Machamp if Machamp keeps attacking, Ocelot will be getting hit by the punches while in midair.
