No, but it means Bullet Punch probably wouldn't work, since it's a Steel-type.
So then the question is who gets their attack off first, and who is faster. Since we're apparently taking No Guard's game mechanic description to be completely literal, then it would also make sense that Machamp's low speed causes him to be slower than Ocelot.
