Debatable.
Had they not killed the puppy, then yes, period, bar none and no question.
As it stands, it is some combination of Vegeta, Goku, Hercule, the Nameks, Kibito Kai, Old Kai, Mr. Buu, and the Dragon.
The fact is going from the point that Gohan failed (shocking) it took ALOT to finally beat Buu, if any one of the people I just named does not get involved, the universe is doomed. Hercule was pretty much the final ingredient, but they don't get that far if not for everyone else.
