wow no you have to kill the legendary pokemon, that's one of the big things that sets nuzlocke runs apart from regular - you do something you'd normally never do
If you can get your way to the legendary without encountering a Pokemon it's fair game, as far as I'm concerned.
Good luck with that, though.
