You have plenty of opportunities in FFVIII to alter scenes based on decisions you make. It may not ultimately affect the "final objective" of the game, but they're there.
It just raises the question of why they're there. In FFVII, your choices alter some events in the long run. In a lot of games, you can alter the actual "final objective" (so to speak) based on your decisions. In FFVIII, you affect the scene as its happening, sure, but no more than that, and its most visible effect is to give players opportunities to make the Squall/Rinoa relationship (a pretty big deal in the overall plot!) less cohesive. I don't think that's a worthwhile trade, not even close.
