This is certainly not true. Japanese games don't begin and end at JRPGs.
I know they don't, but even outside of JRPGs, the quality of Japanese games have really gone down this last generation. Look at all the top rated games this gen.. its like all Western games. Last gen? Like 75% Japanese. Ps1 gen? Like all Japanese.
Japanese games are going downhill fast, and its worrisome.
