Instead of having a route with 1 Pokemon showing up 90% of the time and two more 5%, there should be ten Pokemon, each with a 10% chance of appearing. No two routes share a Pokemon.
While a lot of players would love this, GameFreak wants to direct your experience more than that. Having a basic Normal type and a Normal/Flying and a bunch of crummy Bugs seems to be, in their minds, an essential part of the beginning of the "Pokemon Experience". And they like being able to put in gyms where there's only a few certain Pokemon available that will have a distinct advantage there.
It's dumb but that's what they do.
