Of course. But game logic dictates that your opponent will try to outsmart you, meaning they will go for the 'not so obvious' move and do that instead. It's less obvious for Upolu to target Whitney over Keith or Jim. On a basic level it makes the most sense to take out the strongest. Savaii then assumed that because Whitney is the least likely to be targeted, that she would then be the most likely to be targeted - which is why they used the idol on her. It's the same basic logic that Parvati used in HvV when she gave her idols to Sandra and Jerri over herself. She knew that she was the obvious choice for the Heroes to vote out, and because of that she figured she wouldn't be targeted.

Upolu probably went one step further and went with the obvious route - vote out the strongest, Keith, because Savaii would expect them to target the less likely player in Whitney instead.

It's the whole "Wine in front of me" thing that gets brought up a lot in Mafia.
