Joker is arguably the absolute worst comic book character in existence (even worse than Batman himself somehow). Scarecrow is fairly boring but not awful. Two-Face is decent, I will admit. Clayface has interesting *super* powers (something missing from a "superhero" comic series), has an actual backstory/reason for being evil other than (lolz i will be bad cuz im a jerk or cuz im insane), and has an interesting weakness.
Joker is really the only one that fits your "I'm bad cause I'm a jerk/insane" reasoning. Scarecrow has family issues and a few other things that drove him to be what he is, and Two-Face is pretty obvious.
And are you really saying Batman and Joker aren't interesting just because they don't have superpowers? I just can't understand that viewpoint.
