Yeah, for soldier, you have to aim for their feet, that's just how you do damage. Rockets are easy to dodge and hard to aim. Also, keep in mind that most weapons have what is called "damage fall-off", meaning, the farther the projectile/bullet travels, the less damage it does. It keeps the game exciting. Rockets are affected greatly by the fall-off, being far can mean up to like 50% less damage, not to mention even less chance of hitting their bodies.
So, being gutsy and charging in can be extremely effective for the soldier. Fitting, for his personality =]
