Load the video, then from the menu go Videos -> Compression

You may not have the proper codecs, so I'd recommend downloading codecs here: http://www.cccp-project.net/ x624 is probably best.

At any rate, VirtualDub is nice for a lot of things, but it's a bit outdated and there's other programs that do its features better. I'd recommend HandBrake as I hear it's simple to use. That said, you can still do it with VirtualDub doing the above.

Edit: See you went with xvid, which also works well though it's also a bit outdated. But if you're messing around or it's nothing huge to show off, you're better off sticking to what works. God knows I've played with all this crap for too long.
