To be fair, from what I've read of Steven in the anime, he's not the champion or anything. I don't think he even appears in any episodes beyond the one you've already seen.
Why include him if he's no longer the champion, though?

I guess you're right, it wasn't that bad. It's been a long time.
Oh, don't get me wrong. Kanto had bad pacing too, with multiple filler episodes all in a row. The thing is that it's still the best pacing because it did eight gyms and a finale in one season.
