Hojo is a sick freak that likes bestiality. Clearly his experiments (test samples) with human/cats was passed on to Reeves because they couldn't be trusted to be anything more than be Cait Sith under Reeves' control. Failed experiment, Hojo style. And Reeves wasn't trusted with **** outside of working for Shinra's enemies (spies? lol). Cait Sith/Reeves is the ultimate case of failing upwards in the face of s*** management, and he runs with it well. Uses every resource no one else would, and ends up becoming one the world's heroes by recognizing when **** just ain't right.
