it's not exactly clear, but probably none of them are as powerful as anyone who is a super saiyan.
among the three of them, though, I think it's Tien > Krillin > Yamcha, with Tien being definitely the strongest human and Krillin and Yamcha being a lot closer together, maybe a tossup.
