The only thing they dropped the ball on regarding 40+ characters was the painful lack of double or triple techs.
And the fact that they have virtually no unique lines once you recruit them, only the same lines over and over again with a weird accent. And there was a shockingly small amount of variety in the characters despite the cast size.
