Because Other M was basically Sakamoto taking a massive s*** on one of the few established strong female characters in video games and remaking her into a weak, passive woman who needed orders to so much as put her power suit on
You know, in the opening when the other guys first showed up and Samus agreed to follow Adam's orders, I thought it was sort of like "This guy is gonna just ***** endlessly if I don't act like he's in charge, I might as well play along for now because I do NOT have the patience for his ****." Obviously as the game went on it became clear that I had misread that situation. Probably would've been a better story if I was right.
