Okay, as written I think I understand now.

So what happens if I am wielding a weapon in one hand that has a property unrelated to attacking with Like let's say a weapon that gives a bonus to initiative. Then I attack and use the properties of say, a blazing arc ki focus to make it fire damage. Would theweapon like, stop giving the bonus to initiative (not that it matters) until the duration of that attack finished or something?

Also what if my weapon has a dragonshard augment on it, do dragonshards count as a weapon property or a state-based effect of their own?

No, because it's not a property related to using a power. And yes, Dragonshards count on their own.
