Venom was ranked as the 22nd Greatest Comic Book Villain of All Time in IGN's list of the top 100 comic villains. Every cartoon he's a villain. Every video game he's a villain. Every movie he's a villain. The majority of his comic appearances in total he's a villain.
The last part isn't true, he's been a hero far more years than a villain. And if we're not just specifying Eddie Brock, a lot more so. Plus as for every movie, he's barely in one movie where he wasn't done justice. As for games and cartoons, those are usually simplified retellings of memorable (but overall not that long) villain period in the books.
You could make a case for him being a villain more so, but it's not an open and shut case I'd say, ha in lawyer speak.
