You know, I think it's silly people want perfect quantification. Most people have a decent intuitive feel for what "one of the best games ever" means. It's probably in the range of their favourite 10 games to their favourite 100 games depending on how many games they've played.
I also don't think it's problematic that different people would have different numerical cutoffs. For instance, if you were to ask me if a game I'd played was "one of the best rhythm games ever", I'd probably be much stricter than 10 (because I've only played like...8 rhythm games, so maybe one or two would get my "one of the best" stamps).

When someone asks you if something is "one of the best games ever" you ask yourself "Is this one of my top X favourite games?" where X is somewhere in the range of 10 to 100.
