I guess they did not specifically say "the 360 version will have couch co-op." But they certainly gave that impression, and they printed it in the special edition book. I think they planned on having it and wanted people to believe they had it and didn't have time to put it in.
Then they blamed it on Microsoft and said you couldn't have two people go online at once from one console. That was so dumb. Capcom has not handled a lot of things about this game very well.
