In fact, Maxx C has made combo decks stronger, because it allows the OCG to keep broken cards like VFD, Rhongo, Block Dragon, and various combo extenders that are limited in the TCG to remain unhit in their banlist. Meanwhile, Maxx C also makes the gap between Tier 1 combo decks to lower tier combo decks larger, because T1 decks can still end on decent boards under Maxx C, while weaker decks need to SS more times to make competent boards.
