While what you're saying is true, it's not likely to happen. That's what they weigh when deciding to accept or not accept deals like this. The case against them is very strong so there is no need to make a deal on the off chance they get found not guilty.
Prosecutions don't really offer pleas because they think their chances are good or bad. They offer it to save money and get it over with and to move on to the next case. Almost everybody gets offered a plea at first.

The defendants would be motivated by chances way more. Meaning if they took it, they expect to lose in the actual trial.

This is a pretty bold deal to begin with. They're basically pleading guilty to the actual charges from what I've gathered, instead of something much lower. The state to Federal prison change being the only condition. So it's a guaranteed conviction.

Compared to the costs and chances of getting off. I mean, it serves no purpose here to go through that when you basically got them twice over.
