It would take some effort and deal searching, but it's possible. Used parts or used systems can really help your budget as well (although I don't know if I'd buy a used GPU).
Really if you aren't planning on doing intensive gaming this build should be fine. Even if the PSU and cooling was garbage, you could upgrade that yourself for cheap down the road.
The only real issue I could think of is the motherboard. HP has notoriously bad driver support. I cannibalized an HP gaming pc for a build around the time UEFI was becoming the standard. The motherboard they supplied was absolutely terrible. The BIOS it came with had a sort of pseudo UEFI support which was so bad that no modern UEFI GPU would work with it. They never released a BIOS update for it. Granted this was years ago, but it's still something to keep in mind.
