WAR has so much self-healing that it's constantly reducing healer load in a different way TBN doesn't compete with, and sometimes doesn't even need much help recovering from Holmgang. The shorter cooldown on Holmgang lets you cheese things more frequently - two tiers ago a WAR MT could absolutely demolish E8S for example, deleting every tank swap and eating some Ahk Morns too.
