My top 4 of the time probably would have been:

Final Fantasy VII
Suikoden 1 & 2
Xenogears

Honorable mentions might go to Lunar: Silver Star Story (a very close fifth - and depending on my mood I might bump it up to Xenogears' spot), Legend of Dragoon (though I never loved it as much as some other people did), Thousand Arms (extremely underrated and fun), Star Ocean: Second Story, Kartia: The Word of Fate (really obscure but neat in a lot of ways), Koudelka (though more as a prelude to the later, better Shadow Hearts games), and Granstream Saga (it's kind of janky, but I kind of loved it more for what it was trying to be than for what it actually was).

I'm probably forgetting a few (and deliberately ignoring a few others).

As much as I like BoF3 and BoF in general, it simply does not have the popularity for something like this.

It depends on what criteria you're using to pick your "Mt. Rushmore".

Is it your overall pick for your personal top favorites? The most popular games of the era? The most influential games of the era? Games that you loved then that still hold up today? Games you think everyone should play?

Different people are going to have different ideas of what the criteria should be, so lists are going to be even more subjective than they otherwise would be.
