Fortunately, there are breeders for things like bulldogs that have been specifically breeding to fix the health problems (in bulldogs' case, by lengthening the snout). Unfortunately, they're still very much a minority.

Really, though, given the number of dogs that need adopting, buying from a breeder is hard to justify to begin with, let alone specifically shopping for a breed with known health issues. Aside from getting something hypoallergenic if allergies are a concern, there's very little reason to seek out a specific breed of dog.
