I could maybe understand on their "active" models that are rated to survive being dropped into the bottom of a pool, but the only other reason I can think of is greed. Look at how much more phone companies charge between their base model and their expanded memory model versus the cost of a microSD card. It's painfully obvious how badly you're being ripped off, especially since the base models never have as much storage as they should.

Hell, Apple takes it a step further and has a third tier of phone with even more storage that they discontinue when a new model comes out. So the latest iPhone might have a 256 GB model and then when the next version comes out they stop selling that model and only sell the 128.
