I think both of these have merit, and your littering idea is sound too. Corndog is right about the nets, and Daki is on the right track with wind. I think a lot of it comes from littering, with trash being blown into waterways if it wasn't thrown there to begin with.

The two most disposable substances in our society are paper and plastic. Paper breaks up - it still pollutes, but it breaks up for the most part. Plastic stays intact. So someone tosses some trash out, and it eventually gets blown into waterways. Not only does it fuck up smaller inland creeks and rivers, but it ends up in major waterways that wash out to the sea.
