No, it is not. Sorry to say it, but that sounds like someone using the classification of disability as a crutch to not do what is basic human decency. If I was to get to my car and got an episode of immense pain, I would not leave my cart there and drive off. Because I literally would not be able to drive in such a case the pain would be so severe. In this case it did not subside, I would literally have to go to the hospital or call for a ride.
