Rhodey knows hes getting court martiald for joining them against the Black Order~~ Black Widow spoilers ~~we also see that Ross arrests Widow for her actions during~~ Antman and the Wasp spoilers ~~Hope and Hank are fugitives and are on the run with the FBI looking for them. Scott is under house arrest with his suit taken away~~ Endgame spoilers ~~Clint is also under house arrest~~ in most of these cases sure they could ignore the accords but they will be arrested and thrown into the Raft without their suits. Or they fight back but most of them lose.
