There's a process to eviction, and before it even comes to that you need to go through some steps to see if you can work things out with the tenant amicably. A full eviction can take months, and cops won't get involved until it comes to the bitter end and you need to forcibly evict someone. No one wants to go to court. That shit is expensive. Landlords don't want to get courts and cops involved any more than tenants do.
