It's not a matter of if a console can handle 60fps. Any console can handle 60fps pretty easily. Including PS1 or PS2. The way it works is graphic fidelity and fps have an inverse relationship. As one goes up, the other goes down. So if any game is at 60fps, that means developers can improve the graphics further at the cost of the fps. So on the opposite side of things, if a game is at 30fps, they could sacrifice the graphics just a little to make it target 60 fps (unless they tie the frame rate to the graphics engine).

The reason most games were 30fps is because developers CHOSE 30fps as a target. They ask themselves, "Hmm. Higher graphics? Or higher fps?" and then choose graphics usually. Reason for that is probably mostly from a marketing standpoint. You can't see 60fps in a screenshot, but you can see if they pretty up the grass or water more.
