I think I can explain a bit of this. I've read hit and run reports and a lot of the time, the victim attempts to follow the other car, but can't, because the other car is aggressively trying to lose them and is speeding through traffic. You can't simply "write down their plate" in a situation like that. So they were trying to get her to stop and wait for police, realized she wasn't going to stop, so they called the police while making sure they didn't lose sight of her. I guarantee she was aware that they were following her. So she didn't casually get out of her car, notice they were there, and then decide to get a gun.
