I don't know as much about bail but I know it's a serious issue. It's usually discussed as being too expensive for people who aren't wealthy to afford, but you have issues like this where people play fast and loose with the rules. The issue is that it's usually subjective, and up to the DA's office. And it's not as easy as finding a way to make them have more static amounts and requires a major undertaking to improve.
