In some states like texas, the crime is committed as soon as the conversation happens. The Predator doesn't have to show up anywhere, he has already broke the law. However, in Massachusetts, the law is a little different. There was a predator that Perverted Justice tried to catch, they were talking to the predators for weeks, but he wouldn't show up to any sting house, so they were not able to arrest him.
