Because taking down Kamoshida was inherently personal for all active party members as opposed to just one. Destroying him was a strong motivator that also bonded the four of them together. Not to mention the guy was such an incredible dirtbag of a villain that you wanted to bring down. None of the subsequent villains until the Big Bad had even remotely close to the same stakes. The other acts don't have the same stakes until the endgame - and even then, those were lacking in the same character chemistry that Joker, Ryuji, Ann, and Kitty had as just a foursome bonding together to take down someone they all hated. Plus, the later dungeons go on for too damn long (especially that monstrous ship).

I think a lot of the additions in P4G make the game worse, mainly the new scenes with the party interacting. The whole concert sequence is the worst part of the game by far.

I loved the new act they added to the game, but I do agree that the concert sequence was pretty disappointing. P5R has similar problems and it doesn't fix the soullessness that plagues most of the mid-game.

I can only think of one instance in P4G where that bothered me (the Nametame interrogation in the hospital). It's certainly not as bad as, say, Vesperia.
