TI-99/4A functions like other old computers (C64, Tandy Color, etc.), which is to say that they hook up in a console-like fashion. Just plug it in and hook it to your television and you're good to go. Most games, aside from those exceptionally rare ones, are cartridges that will boot with no accessories needed.

The one snag is the joystick. Yes, the computer has a 9-pin port but it's nonstandard and common sticks (Atari 2600 for example) will not work. You really need an official TI stick, or some kind of adapter. Either option is simple enough to find on eBay, or wherever.
