If somebody's interested I can hunt down the BBC article, but one thing they learned from the last 20 years is the need for social media which was something they banned when they were last in power. Now they have entire studios filled with full-time employees whose only job is to spread propaganda on Twitter (partially because they're banned on Facebook). They learned that if you just put out a propaganda video and say the right things a lot of people will just shrug and go "who knows what the truth is" and let them get away with it.
Makes sense.

For reasons I can't get into, I'm also aware they learned a lot from Al Qaeda's and ISIS use of social media. They were late to the game because AQ and ISIS had more Western born and tech savvy members. In the Islamic terror world, they're kind of the least tech and social media savvy, but they're learning.
