It's more like he signed up for car insurance, then got rid of the car without telling anyone, and now is upset that his credit rating got dinged for not paying the insurance he never properly cancelled. Practically speaking, he doesn't actually need to pay the insurance, but he neglected to communicate that to the people responsible for administering the whole thing and he's facing the appropriate consequences for that failure. --- This is my signature.
