I don't know that I've ever seen Ducky use quotation marks to clarify whether or not his title is his own words. Based on how I know him to write, it never remotely crossed my mind that he was himself calling the vaccines unsafe.

In terms of presence on campus, there isn't one, but it does change how the registration is handled at the back end. Many universities offer fully-online degree programs intended for distance ed, and you'd register for one of those when signing up for the university. If you register for a regular program, then just don't end up signing up for any in-person classes, you're still registered in the regular program, which presumably is what flagged him for expulsion when he failed to meet the vaccine requirement for enrolment.

In truth, he should probably have been able to transition into an online degree program, and probably actually would have been able to if he'd taken the initiative to change it instead of assuming he'd be fine because his courses were all online. But I can understand flagging unvaccinated students at a program level instead of a course level for the sake of simplifying the administrative side of things, especially where people pick up and drop courses so often (and people in online-only programs would be completely prevented from picking up in-person classes, rendering the issue moot).
