Zubat/Golbat has indeed had that unique type combination always (Crobat obviously not counting as something new here). In fact, every unique type combination from gen 1 that is still unique is part posion. Ghost/Poison and Posion/Ground (if you count Nidoking and Nidoqueen as kinda the same line) are the others. Jynx was also unique until gen 8 though, while everything else stopped being unique from gen 5 rolled out or earlier. Its true that a bunch of Pokemon could've had three types and it seems random which one is omitted.
