In America, I believe you're expected to tip regardless. Waiters will actively chase after you if you don't tip.
In the UK, it's not part of the culture to do that. Most people will tip if they think they've received good service.

If you're surrounded by people who don't tip, maybe you should ask them why instead of coming here and moaning about it? Why did they think that the waiter/waitress did not deserve one? Why did you think they did?

What's a tenner to you? To that single mother working there it's the difference between whether or not the radiator is on tonight.
Unless you're filthy rich, literally no-one is giving out 10 as a tip. For the record, I will tip the majority of times I go out but it's like 5.
