... Yes, he did. He didn't START the process of doing so; that was the Carter Admin, but he ramped it up significantly. If I recall correctly, it was to the tune of about 3 billion dollars.

Bruh, that's the proto-Taliban... right there... with Reagan. This is just history.
Edit: I'm going to be at work in a sec but I have to add, your own post actually includes the motivation for why the USA funded and armed the people who became the Taliban: anti-Soviet measures. You really have no excuse for not knowing this.

By what I understand, the United States was highly prosperous during his presidency.
