Same reason they think suicide rates are higher in Japan than the US when they're not. The article is trying to explain why this is happening with a premise that isn't true. US works more hours on average, the reason this happens more in Japan is as I explained in my post. Also you should check out the work productivity OECD data. Japan is so bad for a reason.
