But who's to say you can't have more on hand to switch out for the next fight instead of having to rely on a center/PC? I'm not sure there's actually a hard limit, but you can probably handwave it by saying 7+ Pokmon are too unwieldy for one person to train and command, and that the Pokmon may even ignore/disobey the trainer as a result.
