You have to give them an insanely-high defense rating (150-200 minimum) just to give them even odds of a successful self-defense. Fortunately this outcome can usually be save-scummed if you happen to know when the message is about to pop up - saving and fast-traveling to Home Plate (the message will activate upon arrival) is usually the best way to do it. Anyway, this could have not only been counterbalanced by evening out the success rates, but also by giving you some incentive to let settlers have their own victory: 'Tenpines Bluff successfully defended itself; 500 caps and 100 rounds of [insert ammunition] were looted from the attackers.'
