There are a ton of active hate communities right now and you never know when, if ever, they will take action. If you look into the founders of popular websites like Reddit, 4chan, TVTropes, they all for one reason or another fell into the thinking that Free Speech is the most important part of a forum, and that moderating anything short of CP is a form of censorship. Time and time again this thinking leads to the bad element being welcomed in, at which point it immediately begins to grow. Nazis and other dregs are always looking for new places to convene and strengthen their ranks. Banning one group leads to splinter groups which can subsequently be banned and so on until it's just not worth the effort for these people.
