If a community has an outbreak, that community turns into a quarantine zone and nobody gets in or out unless they pass the 2 week test. That seems good in theory but that would involve stopping immigration from US borders. As well preventing US citizens from returning from other countries. I dont really see that happening. Also I think the business lobby would be anti-lockdown.
